I do agree that evaporation of effluent which is rejected by RO is a costly affair & If we are able to extract Brine solution from Dye bath drain then it can be useful as the size of volume to be treated is very less & cost of installation is also low. 
What if balance water which is going to ETP for treatment & COD level of such drains are higher because of chemicals used ?(specially Soaps & Scouring chemicals are main source of increase in COD) 
Also color is a problem which is also generating trouble in drain quality of effluent. 

I feel we have three drains 

a) Pre treatment drains (that is before addition of color) 
b) Dyeing cycle where non exhausted dyes / Hydraulized dyes & salt are main ingredients which affect the effluent quality 
c) After Treatment which includes soaping / Dye fixing if any & softener application. 

In this case we need to recycle different streams in various processes & need an audit ( water Audit) which will lead to reach the maximum recycle of water. 
I agree that recycle of salt solution will be a basic thing where we need not use energy to evaporate effluent & consume energy.
